Our camp is being given a 22-passenger bus. This is the style common to churches and daycare operations. The bus does not have seatbelts for passengers. We have been researching the issue and cannot find a firm consensus pro or con on this issue. Anyone have experience in this area? Also, are there any established resources (e.g. NTSB) that I could reference in supporting our decision to use/not use seatbetls?

There are differing opinions on this topic. We offer transportation at our day camp and insist from our bus contractor that seat belts are provided on every bus.
