I go to a camp that is ACA accredited and I thought I would come here for some advice.
The issue that follows is at a seperate place not accredited by the ACA.

I attend a young adult conference for people ages 18-30. Everyone signs a code of conduct contract that states delegates will not drink if the delegate is under the age of 21 nor will an overage adult give alcohol to an underaged delegate. Nor would any delegate use illegal substances.
The debate it whether or not an adult leadership team can monitor the underage drinkers. There is debated to both sides. the nay sayers state that they are adults and a leadership team cannot monitor them. The I sayers say yes because they signed a contract stating they would not participate in illegal acts.

Is there any information that the ACA has or can provide on dealing with this subject?
