depends on the program - if it involves games then I would say inside with no chairs - if it was something like nature then I would say porch with benches.
board games for rainy days - use ready made ones or split the campers into smaller groups and give them card, markers etc and have them create their own camp based one (oh my that is such a brillient idea - I will have store it in my mind for the future!)?
